Company History
Sacramento Balloon Co., originally known as Sacramento Balloon and Toy Company, began in November 2003 by Terry and Barbara McKinney. In 2007, Steve and Cathy Rostratter purchased the store from the McKinneys and renamed the store Sacramento Balloon Company. In March 2018, the Rostatter’s retired and sold the business to Ray Smith who currently maintains the retail location with 1,500 sq. ft. of balloons, helium, balloon accessories and face painting supplies.
We are here to offer the community with unique balloons and balloon decor that will enhance and make any event more memorable.

Meet Our Management Team
Ray Smith, Owner
Ray worked in the balloon industry back in the early 1980’s in the suburbs of Chicago, where he was born and raised. After moving to Sacramento in 1989, he worked for non-profit professional associations in the health-care, then banking industries as an event and conference planner/manager. He eventually became an Interim President & CEO leading the organization until a permanent CEO was appointed. In 2018, Ray decided it was time to “do something new” and bought Sacramento Balloon Co. His passion is helping customers turn their balloon visions into reality.
